Analyzing and Recognizing Urban Critical Infrastructure Resilience Capacity Based on Resilience Adaptive Cycle (RAC) In Ahvaz Metropolis

Abstract:
Resilience is a strategic approach to increase survival capacity of the developmental assets in large spatial spheres like cities. In this process, critical infrastructure assets have two important implications considering their role in the developmental life and spatial planning of the cities and their attractiveness for threats. In this regard, the present study was conducted with "applied-developmental" purpose and a "descriptive-analytic" methodology with the aim of identifying the resilience capacity of urban critical infrastructure based on Resilience Adaptive Cycle (RAC) in Ahvaz metropolis. The main question of the research is that how do the capacity of critical infrastructures in the Ahvaz metropolitan area to increase their resilience based on the RAC model. A survey method was used to collect data using a questionnaire tool. Sample population is 100 experts and academic masters in the metropolitan city of Ahvaz selected by Delphi method. The results of this study show that based on the identified indicators, namely, the effect of the asset; the asset network-based structure; the physical cover of the asset; the importance of consumption of asset and asset per capita; the critical infrastructure of electricity based on the RAC model is in both the disordered collapse and recognizing stages ; the critical infrastructure of the telecommunication is in the growth stage (r), and the critical infrastructure of transportation is in the equilibrium stage (k).
