A Study of Citizen's Participation in the Development of Public Order and Security (Case of Study: Citizens of Semnan)
In recent years, the attention of the police force of the Islamic Republic to the issue of public participation in security has increased. Undoubtedly, the cooperation and participation of citizens is needed for the continuation and success of the plans and missions of this institution. The present study seeks to achieve the obstacles, effective factors, strategies and consequences of citizen participation in the development of public order and security in the city of Semnan. The present study is exploratory (seeking to construct concepts, patterns and frameworks). In terms of orientation, fundamental, in terms of research philosophy, interpretation and its main strategy is also content analysis. The present study is based on a mixed approach (qualitative and quantitative) and combines two methods of content analysis and structural equation modeling. The statistical population is in the qualitative part of all specialists and experts in the field of order and security that using targeted or judgmental sampling method, 17 people and in a quantitative part where all citizens were over 18 years old, using simple random sampling method and formula Cochran 384 people were selected as the statistical sample of the study. Data analysis was performed by theme analysis and after analyzing the interviews and open and pivotal coding of the interview text, 37 main themes as obstacles, 28 themes as effective factors, 22 themes as solutions and 20 themes as The title of the consequences and results of citizens' participation in the development of public order and security in the city of Semnan were identified.
