Explaining the Developmental Levers of the Charity and Endowment Organization Based on Identifying and Prioritizing Its Comprehensive System of Problems

The Endowment and Charity Organization is the only government institution in charge of organizing and managing endowments in Iran. If the problems of the organization are not sufficiently understood in terms of depth and scope, the proposed solutions will be ineffective. This study seeks to provide a comprehensive system of endowment organization issues and identify its priorities. To do this, the study was conducted in two phases, qualitative and quantitative. In the qualitative phase, the data obtained from the review of documents and finally interviews with managers and experts were analyzed using the content analysis method. The obtained model includes 56 key problems which are classified into two levels: micro problems and macro problems. Micro-level issues seek to examine the process and executive problems in the direction of achieving organizational productivity, and macro- level issues have a more comprehensive impact on the endowment institution, which includes two categories of "structural and executive problems” and "macro and extra-organizational view". In the quantitative phase, the ranking of the identified issues was done using the TOPSIS method and a sample of 75 deputies and managers of the organization at the staff and provincial levels. Five priority issues of the organization were identified as follows: Lack of the Endowment Organization role-playing in the country's macro policies, delay of an important part of the country's competition due to lacking in a model of endowment revival, lack of financial resources for investment, negative public mentality about the Endowment Organization and problems in the field of human resources.
