Although medicalscience is at odds with it for a moment, the effects that this unknown virushas left or will have on all human beings are also innovations that otherdisciplines must take action to determine. One of these issues is theconsequences of not having or delaying the implementation of obligationsdue to reduced traffic and closure of centres or communities. In this article,while identifying the legal nature of this disease, it is tried to examinewhether this nature applies to the concept of exemption of the Force Majeureor not. Finally, the government's civil liability for compensation for civilianand financial losses to citizens has been assessed.
