Designing an Organizational Innovation Model with an Emphasis on Lean Human Resources Management with an Interpretive-Structural Modelling Approach .
The purpose of this study is to design an organizational innovation model with an emphasis on lean human resources management in government and public institutions. Regarding the purpose, this is an applied-developmental study and from a methodology point of view, this is a mixed-methods (qualitative and quantitative) study. The strategy used in the qualitative section is grounded theory and classifying collected data through interviewing the experts who participated in this research. The population was experts familiar with the topic including faculties in the field of organizational innovation and human resources as well as chief officers of government and public institutions. The population of the quantitative section of the study to examine current condition of government and public institutions in terms of components of the model include chief officers of government and public institutions. After collecting data via quantitative questionnaires, a parametric t-test was applied to screen collected data. The results showed that the organizational innovation model with an emphasis on lean human resources management comprises some categories such as organizational climate, facilities and substructures, lean management, organizational structure, exploiting technology, human resources management, cooperation, interaction, policies, and laws. On the other hand, the condition of lean variables, organizational climate, facilities and substructures, the structure of organizations, exploiting technology, human resources management, cooperation, interaction, policies, and laws in government and public institutions is desirable.
