Pathology of the realization of social justice according to the 6th development program of Article 78 with the importance-performance approach

The current research was carried out with the aim of the pathology of the realization of social justice based on this article. This research is based on the purpose of an applied-developmental study and based on the method of data collection, it is a non-experimental (descriptive) study of the cross-sectional survey type. Also, in this study, a mixed research method (qualitative-quantitative) was used. The community of participants of the qualitative part includes professors of public administration and managers of the Ministry of Welfare, who were selected by the purposeful sampling method and theoretical saturation was achieved with 11 interviews. The statistical population of the quantitative sector includes experienced experts of the Ministry of Welfare. Sampling in the quantitative part was also done with a simple random stratified method and 217 people participated in this study. Thematic analysis method and MaxQDA software were used to analyze the data in the qualitative part. The research findings showed that accountability and solving class gap are in the acceptable area. the other hand, equality use of services, cooperative system and equal social welfare, optimization of the tax system, accountability, and ultimately the realization of the social justice model are not in a suitable state.
