Identifying, Quantifying and Prioritizing the Complications of the Human Resources Maintenance System
The current research was conducted with the aim of identifying, quantifying and prioritizing the complications of the human resources maintenance system.
This research was conducted through the exploratory mixed model research method, and its statistical community in the qualitative section, a group of experts including the senior managers of Iran's National Company for Refining and Distribution of Petroleum Products and professors of human resource management in higher education centers, in A small part of the employees of the National Oil Products Distribution Company - Sari Region and Iran Oil Pipelines and Telecommunications Affairs - North Region, numbering 835 people (789 men and 46 women) and in the prioritization department, there were high and middle managers of the National Oil Products Distribution Company . In the qualitative part of the snowball sampling method, 20 people were selected as a statistical sample, in the quantitative part with the relative strata sampling method based on Cochran's formula, 263 people were selected and in the prioritization part, 35 people were selected as a statistical sample using a non-random "targeted" method. . In the qualitative section, the data was collected through the implementation of the Delphi technique with a semi-structured and structured questionnaire in four rounds, in the quantitative section, through structural equation modeling (SEM) with a researcher-made questionnaire of 120 items, and in the prioritization section, through the hierarchical analysis (AHP). ) was extracted with matrix questionnaires and analyzed using SPSS, AMOS and EXPERT CHOICE software. In order to determine the validity and reliability in the qualitative phase of the necessary checks including acceptability (expert review) and confirmability (re-review by experts), in the quantitative phase, the validity of the questionnaires was used in three formal and content methods (CVR and CVI range for items between 6 0.0 to 1.0 and 0.80 to 1.0) and the construct (range of convergent validity between 0.601 and 0.817 and divergent validity is higher than the correlation of the construct with other constructs). Reliability was estimated and confirmed by three methods of determining factor loadings of items (more than 0.4), Cronbach's alpha of components (between 0.727 and 0.898) and composite reliability (between 0.847 and 0.930). In the prioritization section, the content of the matrix questionnaire was approved by five academic and organizational experts in terms of comprehensibility and expressiveness, and the inconsistency rate of the criteria was calculated and confirmed between 0.02 and 0.0061. The findings showed that the pattern of complications of the human resources maintenance system has 6 dimensions (organizational (internal), environmental (external), occupational, individual (personal), governmental (political) and cultural-social) and 30 components.
The results of the quantitative part showed that all dimensions of the research model were confirmed.
The results of the prioritization section also indicated the importance of occupational complications and the component of "work independence and freedom".
