In the qualitative part, using library studies and in-depth interviews with experts, variables of model were determined; and in the quantitative part, the fuzzy Delphi approach was used to validate the model. Statistical population includes all professors of Khatam-al-Anbiya Air Defense University (faculty members, lecturers and visiting professors). Through purposeful sampling method, 15 in-depth interviews were conducted until theoretical saturation was reached. To determine validity, the method of triangulation of data sources was used, and to determine reliability, the agreement between two evaluators was used. Based on the summation of opinions of academic experts and after implementing the concepts obtained from library studies and the text of interviews and removing similar and repetitive codes, 22 basic themes based on 6 main organizing themes (including human resources; support, administrative and executive; cultural and value; high level documents and research-oriented organizational needs) were identified
