Organizational excellence model based on youthfulness in government organizations

Abstract:

The present study was written with the aim of developing a model of organizational excellence based on youthfulness in government organizations. The research method is mixed (qualitative-quantitative) and the data-based method was used in the qualitative part and the descriptive survey method was used in the quantitative part. The sampling method is purposeful in the qualitative part and stratified random in the quantitative part, and 177 people were selected as a statistical sample for the study. The tool for collecting research data in the qualitative part is a semi-structured interview and in the quantitative part, a researcher-made questionnaire. Data analysis was done in the qualitative part by using coding (open, axial and selective) and in the quantitative part by structural modeling in SPSS20 and PLS software. According to this research, the model of organizational excellence based on youthfulness includes the "components" of organizational performance excellence, community excellence, technological excellence, and employee excellence of government organizations. "Causal factors" include organizational spirituality, organizational trust and justice, organizational dynamism and improvement, and intellectual capital. "Contextual conditions" include the personal values ​​of managers and employees, psychological empowerment, meritocracy, structural capabilities, an excellent structure, and a superior cultural background. "Environmental factors" include political, social, economic, cultural and the nature of the organization. "Strategies" include youth empowerment, flexible training structure, transfer of experiences to youth, development of organizational youthism charter, merit selection, establishment of scientific and leadership committee for organizational excellence, and "consequences" include strategic efficiency and dynamism, obtaining stakeholders' satisfaction. The benefits are organizational agility, development of capabilities, creativity and innovation, growth and excellence, which can provide the basis for the promotion of organizational excellence over youthfulness in government organizations.
