Designing the model of organizational culture based on participatory culture strategy approach in the Tehran Urban Research and Planning Center
A strong Organizational culture can be recognized as a primary factor in creating collaboration and participation among employees. The aim of this article is to present a model of organizational culture with an emphasis on participatory culture in the Tehran Urban Research and Planning Center.
The current research paradigm is interpretive, and from the perspective of the user audience, it is applied-developmental, with a theoretical approach in this research being inductive-comparative. The expert panel of this research includes managers and experts from the Tehran Municipality, consisting of 16 experienced individuals based on theoretical saturation. In this study, the thematic analysis technique by Braun and Clarke (2006) was used.
After conducting the review and standardization phase, all themes were categorized into 5 main themes and 23 sub-themes.
The 5 main themes include internal environment, external environment, institutional requirements, moderating factors, and consequences. The sub-themes include structural and organizational areas, productivity, human capital management, managerial aspects, laws and regulations, adaptability of capabilities, capacities and culturalization processes, political-social-cultural flows, economic-technological aspects, international and organizational-administrative aspects; legal requirements; normative and professional aspects; systematic participatory culture; effectiveparticipatory culture; value-added participatory culture; result-oriented and quality-oriented participatory culture; accountable and transparent participatory culture; healthy participatory culture; ethical participatory culture; future-oriented and purposeful participatory culture; rule-based participatory culture; disciplined and ethical participatory culture; development-oriented and innovative participatory culture; manager-centered participatory culture
