An analysis of the system of administrative centralization and the system of administrative decentralization in the framework of provincial governance philosophy (based on the delegation of extraordinary powers at local levels)

The way of administration of each land and country depends on the geographical location and political, economic and social conditions of that country. The management style of public affairs can be implemented in the framework of the administrative system at the national and local levels. In the framework of good provincial governance, the authority to make decisions about local and regional public affairs should be given to the provincial authorities independently. This research is based on the assumption that making provincial decisions based on mutual interaction with the central government and other social organizations at the national and local levels in the framework of the system of administrative decentralization has more compatibility and cooperation, and decentralization always implies independence, including administrative independence. And freedom of action is in provincial governance. Therefore, among the tools and tools for realizing decentralization in the framework of provincial governance, we can mention the clarification of legal personality, the system of selecting competent managers, granting operational independence to the general management and delegating extraordinary powers. Using the provincial approach and library studies, this research provides the desired data and after analysis, it deals with the research using descriptive-analytical strategy.
