Although some of these needs can be met by defense research and academic centers the range of defense knowledge and technologies required is such that the use of national research capabilities is in. On the other hand, numerous studies on the reports published in the Supreme Council of the Cultural Revolution regarding education and postgraduate studies in the Ministry of Science acknowledge that despite the significant growth of postgraduate capacity in universities in recent years, unfortunately this huge capacity has not been well used.
