Regulatory Impact Assessment as an Instrument for Debugging in Statesmanship: Understanding the Rationale, the Implementation Process and the Challenges Ahead
All public policies in governance scale, strategies in public administration, routines and procedures in operations need regulations for implementation. Although the law, policy, circulars, government decrees, and instructions all have a regulatory aspect, but in the literature of the state, regulations refer to the regulatory measures that the the government establish to implement the public policy. Evaluating the effectiveness of these regulators, whether applied in the public sector or for society is considered one of the important instruments of political and managerial decision-making in the political systems of different countries of the world. Regulatory impact assessment or regulatory effects analysis is a document that is compiled by the advisory groups of general policies in the government before the approval of a regulatory measure. Therefore, it can play an important role in debugging the past in the way the state works. The ultimate goal of this article is to understand what is, the importance and necessity of impact assessment, the stages of its implementation, and the challenges facing its implementation in the public sector of Iran.
