Urban management and legal status of councils and municipalities

City Islamic councils and municipalities perform effective and essential role in the process of city as two regulatory and enforcement arm of the urban management system. With considering the Islamic councils of cities, are the most effective tool of local government for urban management in line with the institutionalization of public participation in local decision-making structures, developing of their role in affairs of urban management and municipal needs. However, legal status of the city council isn’t a place that is observer on urban affairs activities. In the context of social-politics and culture transformation created in recent decade, the importance and status of municipal and city councils have been called of serious challenges. The call system of planning and urban management in Iran has been subjected by a new challenge. Considering of this fact that the city Islamic council and municipalities, are the most effective tool in urban management, review of legal relationships and their role in the development of urban management is needed, which this case will have the more role in flourishing in urban development. Due to created the differences and problems between members of city councils and mayors in this paper has tried will be discussed, a review of legal mechanisms associated with interactions between these two types of non-governmental organizations to improve urban management.
