Near the end of the second century, when Muslims captured southern and eastern Mediterranean seashores, they intend to use the navy for more conquests and battle with byzantine naval force. Since the second predecessors of the prophet had no interest in marine affairs, such affairs have appeared in the period of the next predecessor, Umar's era. In Ummar's era, the marine affairs have developed. Usman intended to bring about the marine affairs foundations for supporting seashores, ports military navy, shipbuilding factories and their related organizations. Then Aghlabids, Fatimids, Zirids, Umayyads of Spain and finally Ayyubids,Murabitun (Almoravids) and Muwahhidun developed the naval force and used it to attack to C and the other island of Mediterranean sea. Among Islamic governments in Mediterranean sea, Aghlabids and Fatimids and later the Umayyads of Spain, and the monotheists have regarded a systematic organization in naval force more than others. Here is pondered on Muslim's manner for electing of the commanders and employees, status of rights, learning naval wars, shipbuilding factories, the bureaucracy and protocols of naval force until the end of 6 Hidjri century.
