The effect of inter-organizational network structure and social capital on the performance of organizations policy making

Abstract:
High efficiency and effectiveness of network policy making in helping organizations to reach to their goals is one of the main reasons of not using traditional policing making and decision making (hierarchical) and utilizing network policy making. For this reason, organizations tendency toward using network model has an increasing rate and is an indispensable fact. The main purpose of this study was to investigate the accountability of the present policymaking structure (hierarchical) of Iranian police (criminal investigation, prevention, anti-narcotics, and traffic police) in relation to organization goal. The research also aims to determine the effect of social capital in using network models in organizational policing making and decision making. It is an applied research with description and correlation in method. The related questionnaire has had validity and reliability (0.78) which is distributed in population sample of 240 elites. The research hypotheses were tested via K-square and Kendal coefficient. The findings indicated the effect of independent variable on dependent variable. Thus, it is indispensable that police organization pay enough attention to these factors in its decision making and policy making. At the end, recommendations and suggestions are stated in order to facilitate the macro-policy making in the society; such as increasing the inter-organizational social capital, making organization structure more flexible, filling the structural gaps, reinforcing the relations of policing making organizations.
