Meteorological Organization’s Functions in Environmental Security from the Perspective of Passive Defense
The current paper aims to study the functions of the Meteorological Organization in environmental security from the perspective of passive defense as a question. Doing so, it makes up a sample composed of 168 commentators on meteorology, environment and passive defense employed in the organizations of meteorology, environment, passive defense and the concerned universities and research institutes. Following, it gathers data by means of survey and a researcher-designed questionnaire. This research, which is descriptive-analytic in regard with type, achieves quantitative results through Friedman & Kolmogorov–Smirnov tests, and in regard with quality, it enjoys Delphi classic technique or traditional technique which, while revealing close relation between the function and service of the Meteorological Organization with the quintuple environmental challenges posed against the country, it demonstrates that the Meteorological Organization as a decision-maker body has, at an excellent and strategic level, fulfilled passive defense measures and functions (the average above 3.7 for each measure); at operational level, it has effectively, at the average of 3.68, fulfilled its functions in developing statutes, instructions and technical-engineering requirements at an executive tactical level. Finally, in line with presenting fundamental data in the crisis management concerned to the environmental security, it has fulfilled its functions at the average of 3.80.
