A Model of Fair Implementation of General Policies Considering the Civil Service Law
Considering the importance of the issue of effective implementation of macro-administrative policies, this study was conducted with the aim of presenting a model of factors affecting the effective implementation of the Civil Service Law in the field of human resources. The main tools of data collection are taking notes in qualitative stage and questionnaires in quantitative stage. By analyzing the content of research conducted in the field of implementation of the general policy of the Civil Service Law, a model with three main dimensions and 9 sub-dimensions including process (employment and recruitment, training and improvement, service compensation), structure (strategy and policy, structure, resources and infrastructure) and underlying factors (government-regulators, socio-cultural, political-economic), 29 components and 108 post-screening indicators were presented in two fuzzy Delphi rounds with the participation of 11 knowledgeable experts in the field of civil service law. The results of the significance-performance analysis of the model variables indicated that the variables of depoliticization of the implementation environment, communication and freedom of action, observance of competence, policy implementation tools, infrastructure, comprehensiveness, coherence and adequacy, budget, financial and economic support, regulated recruitment, empowerment, financial capacity, aid and support, review and oversight, technical systematization and executive guarantee are in the weak zone
