Spatial Analysis and Examination of the effects of Town-Village Relationships on Rural Areas` Human Resources with a Futuristic Approach (Case study: Central part of Malayer Division)
The present study aimed at doing a spatial analysis and examining the effects of relationships between Malayer city and villages on rural area`s human resources, in central part of Malayer division, with a futuristic approach. The research, using an applied descriptive- analytical method in several stages, was conducted in two ways, library and field researches, providing participants with questionnaires; and two types of statistical populations were examined: A. a statistical population concerned with the effect of relationships between Malayer city and 73 villages in central part of Malayer division on the present research`s human resources, despite the large size of which sampling of villages was done, selecting 100 families from 5 villages of the central rural district as the studied samples of the research. B. Futuristic statistical population consisted of 20 specialists from agricultural and rural-related fields of study. Finally, Delphi technics, structural analysis, and Mic Mac software were all applied in the present study. The results indicated that Malayer city, as the second largest city of the province, has paved the way for polarization of the population and possibilities by integrating the possibilities. The city provides economic and social services by the purchase of agricultural, horticultural, and animal products from villagers and the provision of welfare and livelihood for villages. However, there has been a unidirectional relationship between the city and villages so that, during a 60-year period, more than 100 villages have been totally abandoned since 1956, resulting in an increase in urbanization ratio from 15٫9٪ to 65٫2٪ during the same period. Based on the results of applied Mic Mac system and futures studies, 24 main factors affected human resources development in rural areas as important driving factors, some of which are as follows:Indiscrimination between urban and rural areas, balancing and improvement of the relationship between Malayer city and villages, improvement of villagers` conditions, transportation and roads improvement, financing and guarantied purchase of villagers` crops, sustainable employment development in rural areas, organizing service centers, decrease in tenure, land use planning and attending to special villages, production syndicates and technology development, water resources improvement along with integrative rural areas` construction and development management.
