Today, the city, as a place for human activities, must be able to meet the real needs of its residents and their desires, and at the same time be able to provide creativity for citizens, but in practice, cities have the necessary ability for optimal distribution and justice-oriented infrastructure. The research method is applied based on the purpose and descriptive-analytical based on the nature.
