Abstract:

 Today, the success of organizations depends on how to use and manage human resources, and the most important management challenge is the productivity of employees, which is achieved through performance evaluation, because the performance of people as a strategic indicator is decisive in the continued survival of organizations. In Islam, performance evaluation has been given attention and has always had a special place among infallible imams and religious scholars. The purpose of this research is to identify employee performance evaluation indicators based on the culture and values ​​of the governing society and administrative system, which It can be effective according to the capacity of the school of Islam. In terms of its purpose, this research is an application of an exploratory nature and in terms of a descriptive-survey method.The statistical population of the research was the employees of the Road and Urban Development Department, who were randomly selected based on Morgan's table and a sample of 123 people. By using the data theory method of the foundation and the use of experts, the indicators have been categorized. The data has been collected using a questionnaire and analyzed by SPSS and Smart PLS software and structural equation method.The findings showed that there is a positive and significant relationship between school and belief dimensions with value dimensions, and value dimensions also had a positive and significant relationship with behavioral and personality dimensions. On the other hand, there is a positive and significant relationship between The behavioral and personality dimensions were established with the dimensions of competent and competent employees, and the dimensions of human education had a positive and significant role in the behavioral and personality dimensions. Also, there was no significant relationship between the ethical dimensions and the behavioral and personality dimensions.
