Crisis Management in Unexpected Events (With an Emphasis on Strategic and Operational Measures)

Many experts in the field of crisis management believe that the main cause of the weak performance of some executive agencies should be sought in the dispersion of policy and decision making and not determining the role and division of work in the executive area of crisis management; on the other hand, others believe that in addition to weak performance, there are other basic problems on top of which are educational and cultural weaknesses, lack of a road map and a comprehensive crisis management plan, not paying enough attention to the principle of crisis prevention, lack of equipment and facilities, and narrow-mindedness and shallow-mindedness towards the issue. Undoubtedly, all these factors play an important role in creating disruptions in crisis management; however, lack of emphasis on education and culturalization and then pathological controling and monitoring and the elimination of deficiencies and disadvantages by using the current scientific facts and the lessons learned are certainly the most effective elements and factors in the field of crisis management as they are the basis and key to fixing other problems. Naturally, the elimination of these shortcomings requires objective and practical measures by the relevant organizations, but, at the same time, achieving success in this area requires a full understanding of the range and scope of activities and issues related to this field. In this study, the side effects and consequences resulting from the occurrence of incidents and the requirements of this field, including strategic and applied measures, training, the required equipment and facilities that are sometimes neglected by the organizations in charge have been dealt with.
